The National Center for Climate Change Strategy and International Cooperation (NCSC) is dedicated to research on methane emission control. It provides robust support for China’s scientific decision-making and pragmatic actions in promoting green and low-carbon transition and achieving the dual carbon target.

Notably, NCSC enabled China’s first methane-oriented policy and contributed to 9 relevant policy formulations and 14 standard developments or revisions. It pioneered a “mandatory+market incentives” mode, supported the revision of the Emission Standard of Coalbed Methane (Coal Mine Gas) and developed a voluntary carbon market methodology for low-concentration coal mine methane, covering all underground coal mines, and is expected to avoid around 400Mt CO?e cumulative methane emissions by 2030. Also, the center guided 24 coal mines in monitoring and clarifying standardized methodology. It supported 21 provinces in drafting and implementing the Methane Emission Control Action Plan, and trained 200+ officials nationwide. Meanwhile, it constantly contributes to the work of the United Nations Framework Convention on Climate Change (UNFCCC). It cultivated 7 individuals as UNFCCC reviewers to assess 34 national reports, and 2 individuals as UNFCCC transparency co-chairs facilitating global GHG reporting rules, and 2 individuals as Consultative Group of Experts chairs and members enhancing the capabilities of developing countries. Meanwhile, it co-hosted 2 Methane Summits on“Methane and other Non-CO₂ Greenhouse Gases” during the COPs, mobilizing global mitigation, engaging 900+ participants from 50+ countries.
